The other day in the course of the scenario I was playing, the party was speaking with Amenophus. After all the box text, the GM asked if we had any questions for him. I rolled a die, smiled, and said "Well a 23 beats the DC 20 Knowledge (Arcana) check so Taryn asks, 'Amenophus, have you heard about the Dark Archive? Mistress Zarta would love to have a Scholar of your caliber on board with her.'"
My GM said that I wasn't allowed to recruit the head of another faction to join the Dark Archive, even though he *is* a 'Named NPC Scholar, knowledgeable Spellcaster, or similar figure.'

1. In the new guide the wording is to be lenient towards players fulfilling goals.
2. There is no need for a GM signature on any goals, if you feel you have properly accomplished the task you are able to check the box.
That said I do personally find it odd recruiting a person who is obviously already a member of society (or in this case even a Faction leader). I think technically yes it meets the requirements, but personally for me doesn't meet the intended goal for the faction.
I know of many a story of people recruiting NPCs they know come up some who even became Faction leaders (Torch, for example). YMMV.

I'm not sure if it is in the season 6 sheet, but it is clear in season 7. You cannot recruit people who have positions in existing factions, or people hostile to the society, including evil outsiders and aspis agents.
Since these are also basically diplomacy(Request a favor) checks with other skills substituted for diplomacy, the following rule applies:
Some requests automatically fail if the request goes against the creature’s values or its nature, subject to GM discretion.

Actually, Amenopheus has been replaced as faction head, so he may be looking for new employ...
EDIT: Although I guess he is still a face for the Sages since the actual faction leader has good reasons to not roam around everywhere.
He has been replaced as the head of the faction, but he is still the second in command of the Scarab Sages faction.

heck - I could see him saying he would join. Greatest way to keep tabs on what the other side is doing is to "defect" and see what they ask you about... then in a few months "come to your senses" and switch back, bringing a lot of inside information with you...
just a thought...

Our local group was halfway through "Eyes of the Ten" when the initial faction journal cards were released, and I am somewhat pleased to say that the first goal my Chelaxian Oracle completed was successfully recruiting
to "a little project that the Paracountess has been putting together..."
Gotta love that +20 Diplomacy mod. :)
