I'm starting a new campaign at first level soon. I want to start it in a homebrew town and at first level. Basically, I want to seed it with as many story ideas as possible and then see what my players latch on to.
I know there's Rise of the Runelords, Jade Regent, Murders Mark, The Dragon's Demand. What else?

Hollow's Last Hope introduces folks to Falcon's Hollow in the Darkmoon Vale area of Andoran. Falcon's Hollow is not a nice town, but if you want the very definition of a fixer upper... there you go.
It's also updated in Towns of the Inner Sea
Which, by the way has some awesome towns period even if it's not a module or AP :)

I have Towns of the Inner Sea. You're right that it's great. One of my favorite Campaign Setting products.

Murder's Mark does, but it focuses more on the visiting carnival than the town. Worth a look, though.
Overall, I'd echo looking at all of the Falcon's Hollow stuff (Hollow's Last Hope, Crown of the Kobold King, Carnival of Tears, Revenge of the Kobold King, Hungry are the Dead). I'm running a low-level campaign based on these, along with a few PFS Scenarios that take place in the region (The Pallid Plague (which I mashed into Hollow's Last Hope), Tide of Morning, Tide of Twilight).
It's also extremely easy to just take encounters from Kingmaker and easily drop them in directly, a lot of the themes are the same: fey, bandits, forests, wandering monsters, etc.
Along with Towns of the Inner Sea, I'd highly recommend the Guide to Darkmoon Vale book, it's excellent, and full of plot ideas. It should be fairly easy to transplant them to the town you're creating.

Raging Swan Press has two great 1st level adventures but they actually do not start in a town iirc: Shadowed Keep on the Borderlands, and Retribution.
Buuut.
They also have a whole product line detailing towns and villages. And excellent accessory material like their GMs Miscellany: Urban Dressing or their Random Encounter series
Four Dollar Dungeons has 3 very excellent 1st level adventures (The Horn of Geryon , Key to Marina and Firemaker) all starting in towns iirc, though I'm not sure how much of the towns are detailed. The modules are super awesome judging from the reviews though. They also have more low level adventures.
Frog God Games has several 1st level modules starting in a town:
The Lost City of Barakus is a lvl 1-5 dungeon crawl based in a small town/city. It was updated to PFRPG but as there are few reviews I want to link tothis review of the d20 version
Stoneheart Valley compiles and updates three classic 3.5 old school flavored modules starting at lvl1 in a small town.
Rite Publishing's
Not So Random Urban Encounters could add a lot as could their Evocative City Site product line.
For 3.5 there's the lavish lvl 1-15 Goodman Games' Castle Whiterock which details a campaign in and around (under) a town.

For 3PP I am starting a campaign using Raging Swan's town of Swallowfeld and the Lonely Coast placed into Varisia near where the Fogscar Mountains meet the Churlwood.
The first adventure I'm using is Retribution, followed by Shadowed Keep on the Borderlands and progressing through others as needed. It's also chock full of adventure hooks.

Carrion Crown has the Haunting of Harrowstone. It starts in Ravengro, a fairly small backwoods town. The people there are not friendly at all (rampant paranoia of Ustalav), so take that into consideration. But if you need some horror hooks it might be worth a gander. The prison could make for an interesting site to plop down. Definitely a lot of nifty back story, etc. to it.
Giantslayer 1 (Battle of Bloodmarsh Hill) is there if you like orky things. Has a bit of unexpected subterfuge at the beginning too. May or may not work for you as it's basically a prelude to a war-type campaign. The adventure takes place in Trunau and the surrounding environs.

Hell's Rebels has Kintargo in Cheliax.
That's more on the bigger scale though and full of LE Asmodeus worhsippers.
There is also Aldencross in the Way of the Wicked AP from Fire Mountain Games. Being an evil campaign, you cannot use the plot at all propably (except by subverting what the original player characters are doing and trying to stop them) - but book 7 has a very nice and detailed breakdown of Aldencross (book 1 where it actually comes into play doesn't go into much detail).
The town is located on the frontier and exists mostly to support the fortress of Balentyne. It's full of soldiers and people dealing with them, but also serves as a trading hub. You could send the players on missions into the frozen north from there or stop that evil cult of Asmodeus that tries to kill every good person in the country!
But this town is propably better used as a target for evil overlord pcs ;)
