Flair and Light Blindness

The cantrip flair causes a creature who fails the save to become dazzled for 1 minute. Is this light bright enough to cause a creature with Light Blindness to become blind for 1 round? Both dancing lights and light specify they are as bright as a torch so are not bright enough, but flair does not mention how bright the light is.

Considering flair works in all light conditions including bright light I figure it would need to be fairly bright. I am equally interested in the RAW and how other GMs would rule on this.

I pretty much agree with this linked discussion.

So, blind for the single round that Flare causes light to exist, dazzled only if they fail the save.
