A lot more than 100 inches. Not that 100 inches isn't horrible, it is definitely far more than is needed to declare a state of emergency, heck, that's 33% more than the average yearly snow fall of Anchorage, Alaska. They're going to have piles of snow that may take a year or more to melt (assuming, of course, that they pile everything they scrape off into huge piles and depending on their temperatures). But it isn't even close to what is needed to form a glacier.

The first stage in forming a glacial mass involves the formation of "firn," a compressed type of snow/ice mixture. This typically requires about 70 meters of snow (or a weight of snow equivalent to 800 or so kg per square meter).
So, no fear for Buffalo yet.

There is no amount of snowfall required to form a permanent glacial mass. The question doesn't even make sense.
You need more snow (sleet/ice/freezing rain/etc) than melts every year on average. You could get 10 times that much in a single event and it still wouldn't make it through summer. Or you can form glaciers with much less snow, as long as the summer temperatures don't get high enough to melt it.Apparently most of this is likely to melt over the weekend when temperatures go back up and it rains Monday. Not a good thing really - serious flooding.
The huge plowed up piles won't all melt right away, though there's no real chance they'll last through the summer.

Well, it makes yellowdingo "sense." Glaciers don't have to be permanent (and, in fact, none of them really are permanent), and there's a line that separates "a lot of snow" from "a glacier." If you got 100 meters of snowpack in a single storm, that would end up compressing down to firn/ice and sliding downhill,.... a glacier. And it doesn't need to last the summer in order to do a lot of damage by sliding into and over things.
But the snowiest point on earth is, I believe. Mt. Ranier, which gets about 17m of snow every year. So the odds of getting 100m of snow without an intervening summer are pretty low. So how glaciers form is by accumulation over time. If you get 100cm per year in snow, but only 90cm melts, then you'll have 10cm more every year, and in "just" a few thousand years you'll have a glacier.

true story! i once made a dry streamed on the outskirts of a news station's lot for run off, the stipulation being that the rocks used had to be too big for people to throw at the station or its employees, specifically the weather man, it actually said that on our work order for the place:)
