So what are the other 3 monsters in the bestiary?

Sea Cat, I remember them, hopefully paizo has added something to them to make them interesting though.

Sahuagin mutants, are they template or set creature?

The mutants are set creatures, there is a two page spread of new fish, and another of urchins, and the tiberoliths.
