First off, Hello. This is my first post. Me and my friends have been playing S&S since we demo'd it at Gen Con this August.
So, myself and one other individual in our group usually duke it out when it comes to interpretting rules. We've both had our fair share of bad calls that have later been overturned. This website is immensely helpful. In this instance, a cursory search hasn't given me a direct answer. So, I need you lovely people to settle an argument.
Pirate Hunting:
"Summon and encounter a random ship, or a random monster if you are not on a ship. If the summoned card is undefeated, leave this barrier faceup on the location deck and put the summoned card next to it. Characters at this location encounter the summoned card as their first exploration each turn.
If the summoned card is defeated, banish it; this barrier is also defeated."
The entire argument is hypothetical, as we avoided the less desirable outcome. Flenta and Oloch are at a location, Flenta encounters Pirate Hunting, encounters some ship, and might not win. Oloch can't defeat the ship, and wants to escape to another location on his turn. Flenta says that because "Characters at this location..." (Oloch is at the location at the beginning of his turn) moves to another location to explore, he "encounters the sumoned card as [his] first exploration..."
I couldn't refute it or back it up. If I had to defend it, I'd say the pirate hunting ship chased him down. But, I can't find anything that says it can't. Other than "Cards don't have memory" and thus instantly forgot he was ever there?

tl;dr Can barriers chase you across locations as your first exploration?
